Following a goal/free kick.

I have seen numerous times lately players from all levels (top to bottom) receiving the ball inside the area from a free kick mainly and then question what they've done wrong.
Have players seriously forgotten this basic law?

To be fair, its not just players these days. I've seen it with officials too now.
I was on the line to someone yesterday who actually admitted that he didn't know it also applied to free kicks. He was a level 4 referee!
This particular instance led to a long punt forward, corner being won and a comeback started (the team who benefited from this mistake were losing 2-0 and ended up winning 3-2).

How have many seemingly forgotten this?

Though in my defence I was not actually referring to that game and hadn't seen it myself, and the two titles did not suggest to me that it was anything to do with this....
 
I think a lot of teams are using this law as a way of legally wasting time. City in particular do it often enough for it to have to be intentional, seen most teams doing it including Chelsea today.

Could it not register as a persistently infringing the laws....
 
I said this in the other topics, it is becoming far more common and needs a law change, which I believe is being proposed. Some people replied saying they had never seen it, then it happened three times in one PL game.

With a goal kick, as play hadn't restarted. The goalies team was 1-0 up (against expectation) and was a clear tactic. I warned the goalie, as they could have played to either of their centrebacks and I would be back to square one if I'd only warned one CB and not the other- ball was being passed slowly, only just going to trickle out of the area.
 
What can the law change be ?

Thinking if you touch the ball in your own box from a keepers pass its a free kick to opposition ?

Just planting seeds! Dodgy ground for us to dictate how hard or far a player has to kick a ball. We also dont get to offer advice as to who he could kick the ball too

No, I think the change would be that you could pass to wherever you want, just like a free kick anywhere else on the pitch.

At the moment, the free kick has to leave the penalty area before anyone else can play it (like a goal kick), but under the proposed change, a keeper could tap the ball to a player stood next to him (or anywhere else in the box) Would speed the game up, can't see any downside to it.
