I would ask how you can deny an obvious goal scoring opportunity, to someone who might, or might not, actually have the ball in the first place

Putting aside the question of whether this particular incident was a DOGSO offence or not, the LotG quite clearly answer this question. The referee only has to consider the likelihood of the player gaining control of the ball, not the fact of whether he actually has it. If the referee decides that the player would have gained control of the ball, then that part of the DOGSO equation is fulfilled. The other factors still have to be considered, of course.
