A yellow player commits a clear handball offence, but the referee does not blow the whistle.

Immediately afterwards, a green player uses his hands to place the ball at his feet and takes a quick restart.

I have two questions:
  1. If advantage is being applied, the ball is still in play, so wouldn’t the green player’s handling itself be a handball offence?
  2. I understand that a quick restart does not normally require a whistle to restart play, but am I correct that the referee still needs to blow the whistle first to stop play for the original offence?
Personally, I think the goalkeeper’s red card for DOGSO should be cancelled, and play should restart with a direct free kick to the green team for the original handball offence by the yellow player.

What do you think?

Yes I agree. As soon as Green 80 deliberately handles the ball there can be no advantage, so the whistle needs to be blown to stop play for Yellow's handball offence.

Thank you.
Yes, exactly. My understanding was that if a quick restart is to be allowed, the referee first needs to blow the whistle to indicate the offence and stop play.

Having watched the clip without sound, it is clear that a whistle would be needed before the quick free kick is taken. However, having watched it again with audio - it's Messi who takes the free kick! Play on, all good!!! ;)
