Dissent now a DFK. Goalkeeper / player inside their own penalty area gets cautioned while the ball is in play is now a penalty kick
That's one a number of goalkeepers are going to find out about the hard way, assuming we all stick to our guns and award them. Out of interest, where does the dissent offence start, or rather from where would you award the DFK/Penalty? From where the a player (or specifically GK) starts the dissent, or from where they finally end up screaming in your face? I'm assuming (hoping) from where the dissent starts, often within their area.

Having said that, the LOTG also still have the clause that states it's an IFK for a card for any other offence.....so which is it?
 
Restart of play after fouls and misconduct
•  If the ball is out of play, play is restarted according to the previous decision
•  If the ball is in play and a player commits an offence inside the field of play against:
>an opponent – indirect or direct free kick or penalty kick
> a team-mate, substitute, substituted player, team official or a match official – a direct free kick or penalty kick
> any other person – a dropped ball

Think it's quite clear that restarts are dealt with as above, so the IDFK would only apply in circumstances other than the above.
 
So, under what circumstance would you award an IFK for stopping play for a card?

a PK for dissent becomes even more hilarious when you realise that goalkeeper encroachment at a PK becomes a mandatory yellow card as well (although this probably just means that referees will be even more reluctant to pull up encroachment than they are now...)

Dissent is something that results in a caution. So you're stopping the play to administer the caution. Which results in an IFK restart.
 
Imagine you're in blues box and back in the red box the keeper and a centre back have a scrap. You book both for AA and restart with a penalty to blue. The keeper then encroaches so you give him his second yellow and dismiss him.

I think your heart rate monitor would be topping 200 pretty bloody quick.

But then in the 'spirit of the game' you ignore the 10 players showing dissent, 3 of which have crossed over into OFFINABUS, cos 'it's just Sunday league guv'

Dissent is something that results in a caution. So you're stopping the play to administer the caution. Which results in an IFK restart.

Just to clarify padders if the play is up with green attacking a corner and in the opposite box the keeper starts effing and blinding towards the assistant that end, play is stopped and a penalty kick awarded in that box?

Personally think it's a great idea. Proper punishment.

It will come down to whether 'dissent' is considered to be an offence committed against a match official or not.
If it is then the restart of play I posted earlier applies.....if not, then we are back to the IDFK scenario.

So much for simplifying things.
 
Seems very rushed

Forget pay peanuts and you get monkeys. This seems more of a case of pay monkeys and you get peanuts :rolleyes:

However, unless they change the actual wording of Law 12, you would not be wrong to award a DFK for dissent.

Absolute abortion of a rewrite........they should hang their heads in shame.

Obviously I'm not going that far, but you do have a point - we have the actual laws, the highlighted changes and reasons for them and now the Q & A. Not much room for confusion there! I do agree with you, if you apply the law as written, you can't be accused of being wrong!
 
I'm constantly amazed at the utter incompetence of IFAB when it comes to the writing of the laws. I guess that explains why the LOTG are directly contradictory here......
And what does he mean that dissent isn't directly against a match official???

This document is such a joke that we probably wouldn't be any more inconsistent as a group if we just chucked the book in the bin and made it up as we went along.

Yeah, you missed it. Actually, I was thinking of posting about this, that it is one change where they have made things clearer and easier to understand. The new wording about this aspect of the dropped ball is:

If a dropped ball enters the goal without touching at least two players play is restarted with:
• a goal kick if it enters the opponents’ goal
• a corner kick if it enters the team’s goal
