Your probably right his signals weren't right either. Made me think though that it's important at this age to have qualified refs at games so that the future of our game is looked after and the kids actually learn to play within the laws.

I always try and let play continue as I scan to see where the balls gone or is going for second or two, the if no adavantage bring it back.
I tend to let games flow and if the attaches on his feet and has the ball still will let the game go on..depends on the league and quality of player that...
You need to pair the flags to them , take the battery out and put it back in. Then press down both buttons for 5 seconds (it will make a noise) then press each flag and they should pair and work.

Mind you with all my aches and pains I wear more supports these days than kit ha ha ha. Currently out with a hip flexor strain.. Can't find a support for that.
