In the law changes of a drop ball (8.2....I think 🤔) when there is a drop ball inside the box to the defending team, is it presumed that the goal keeper cannot pick it up as they are already in possession? Or are they allowed and I Interprate it incorrectly?

Thanks lads glad I got it correct. The same situation happened to a team I was managing last season and a younger referee awarded the penalty which ended up costing us a a result. It was a tied game with 4 minutes to go and the penalty gave our opposition the 3 points.....a frustrating morning...
