FIFA - previous copies of the LOTG 2024-01-26

We get lots of queries about what the "old laws mentioned". Here is a definitive list of the previous versions of the LOTG for reference purposes.

    Penalty shootouts

The LOTG first included the penalty kicks in their 1971-72 version. No mentions there about the taking of names.

    Level 4 Observations/Merit Tables

At previous course (for what are now L3's), the LOTG test was not on the LOTG but on the league rules. So, always caught a few people out on the number of substitutes, reporting timescales, etc.

Sheff Wed v Coventry - Racism incident

I put this on, as the Coventry's players first response to the referee. We are hearing more about such content at lower levels, and the referees are having to start reporting to the FA.

    Public Bollockings

As an observer, I feel that the sight of isolating the player and speaking with him is more important than the words used. When refereeing, I used phases like "please no more, or I have a real decision to make"; "just be sensible with the challenges", "There was no need for your opinion, I saw...

Sheff Wed v Coventry - Racism incident

https://www.bbc.co.uk/sport/football/68050252 Again, a failure of the stewarding at Wednesday to spot such disgusting behaviour. As with the Bradley Lowery incident, it has shown the clubs can't police their own stands. The FA need to warn Wednesday that another incident like this (and the...

    Brentford v Forest

Instead of blaming the officials for missing this, the FA should be charging Toney for cheating / bring the game into disrupt. The only way to stop players from cheating is post-match punishments.

    Chelsea vs Fulham

I think that the recent two RC which have been overturned (Calvin:Lewis and another), make me think this isn't as certain a RC as it should be

    Far too many L4/5s

Before COVID and immediately afterwards, there was a shortage of L4's, so they have pushed massively to increase the 5-4 candidates. This has worked, but now produced too many L4's, which allows the FA to pick the best for promoting. But this then leaves L4's going nowhere and becoming...

    Sin bins

Going to be an interesting debrief if an assessor was there...... I expect the referee will be answering questions from the FA about his failure to apply law correctly

    Called a c*nt!

Since this was an U15's match, you should ensure that the CFA safeguarding officer is informed. As this was for 2 people named on the team sheet, I don't think a extraordinary report is needed.

Club Assistant Referees - Expected and Offsides?

When I started in Lincolnshire, the CAR gave offsides (and was really helpful). Moving to York, and the instructions are ball in/out only (and that is too difficult for them 😫). If they were asked to give offsides, most would bother as they stand at the half way line and those that did would...

    Fast tracking

Remember the promotion rules for 7-6 and 6-5 have changed in the past few seasons. It is automatic when you referee 25 games, have 2 match day coaching reports, 5 games as AR and doing in-person tests.

    Nike Shirt - Pocket Issues

Simple solution - Don't run. Just do what 50% of all grassroots referees do, stand in the centre circle. :wtf:

    RC FOR CAR

He is a player in this instance, so a RC on WGS. Additionally, the SCOR requires the club to provide a suitable person to act as AR, so let the league know.

Red card did I do the right thing?

I trust that you will be completing the disciplinary process on WGS, but you should report to the league that the match finished early due to the coach taking the players off. They may wish to bring a separate charge against him/the club for this action, because technically the match had not...
