I don't know if it does or doesn't apply to the premier league, but it would be much harder to justify a 'successful deception of a match official' charge when VAR in is operation and can have many looks from many angles.

I believe they reserve the right to ban people for 'successful deception of a match official' for the good of the game. Usually used to retrospectively punish simulation, but I suppose it works for this.

I still feel like, if we're going to have a complicated handball law with exceptions and considerations, the degree to which the arm touch advantages the team in question should be put in to law as a factor.

To be fair, even if there is contact on the chest first, it can't have had much material impact on the trajectory of the ball which still hits the arm which is making the body unnaturally bigger, so I've no issue with this being handball.

My suggestion would be that they can - spirit of the law. The idea of the law being to stop the game being slowed down. Neither of these examples slow the game down.

No, because you haven't stopped play for the injury and he hasn't required treatment. This is why if someone has genuinely taken a knock and you need to stop play, it's easier to give a foul as if they ultimately don't want treatment they can stay on.
