The player’s actions are very clearly designed to circumvent the law - as confirmed by the IFAB Circular mentioned above. You can question IFAB's interpretation all you want, but you're not credible arguing against something IFAB has stated explicitly.
How is it not circumventing the law? The ball is at his feet, and he has used another body part in order to play the ball back to his goalkeeper to catch in order to prevent any possibility of the attacker nearby gaining possession/shooting.

If the ball's already coming to him at head or chest height, he's not doing anything to circumvent the law as far as I can see.
Defender has clearly intentionally circumvented the law. Had the ball been knee-high and he kneed it back to the GK, it's not a trick. Dropping to your knees to play the ball back to your GK to pick up is a trick.
I think there's enough doubt over whether the attacker or GK would have got to it...
With respect, the opinion of your RDO (who is not part of the Discipline team) is not relevant here. Speak to your CFA Discipline Manager Tracey and you'll find that's not the way it's done.
