What it has done now is to filter out the officials who do not want to develop. I would have preferred a higher weighting on Club marks, but with the CPD and law "checks" - the onus is on the official to do them as relying on observer marks now won't be enough to "maintain" or get promoted...
But the expectation when you make L4 is to have Buzzer flags and they are between £350-£800 for a set (depending on brand and flag quantity). So £100 for a comms kit is a lot cheaper..

I "unofficially" did this before. Much easier to administer than allowing someone on while your "chasing" play.. Its the system A or system B that could cause confusion depending on what the leagues choose. You could find yourself on different leagues following a different format. ;)
When I enquired several years back about moving to Australia - they said I would have to start at the bottom again and work my way up. There was an option to "fast track" promotion. So I suggest its a similar scheme in Spain.
The main thing to remember is that the push to get to 4 requires a lot of commitment. Make sure you have enough avaliable time to complete the requirements in terms of games required and the courses/development sessions provided by your county.
