Apparently proactive refereeing is frowned upon. If you leave the ball to enter the goal, one team will complain. If you catch it mid air no team will complain. Why go looking for trouble?? It'll find you anyway

Either go with the early flag, preventing the goal from ever occurring and acknowledge that the flag was possibly early (most players will respect this), or overrule the flag and allow the goal. Personally I'd be inclined to go with the early flag (don't shoot me)
I'm part of the academy up here in Westmorland (assume it's the same thing)... We sign up to attend all development meetings, and academy meetings unless we have good excuse... Requires more commitment but is well worth it!! Gets your name known more around the county and opens up opportunities...

Is the ball not in play when it is touched and moves?? Therefore it is in play when he touched it with his hand and it moves so handball is possible...
I would be stopping the game however when he handles it and telling him to put it down... No need for a caution
