Blue cards could be sin bin...but as others have said that will be in competition rules. Many counties and leagues (including mine) are starting sin bin trials in cups in anticipation of it being mandatory next year.

Would say appropriate authorities = League for a league match, County FA for a county cup match, and FA if an FA Vase or other nationally organized competition.
