I think all players should be allowed to gob off at the ref's face. Surely that's within the remit of the new "spirit of the game" Law?
I mean, it doesn't affect the outcome of the match does it? And think of the emotional beneifit to the players being able to vent their spleen at the authority figure when the notion takes them. :)

I once saw and heard a player say to an opponent "I'll f** you up, you f****t" (U/16, but about 12 or so years ago, so people were a little less concerned about homophobic slurs). As soon as I showed the card: "But I was saying it to a teammate!".

Sent off a coach and assistant once for, after being warned, repeatedly calling me incompetent (in the same incident). Off you go coach!
"You can't send me off, I didn't swear at you!"
"Didn't say you did! Off to the carpark!"

'Believe me pal, my vocabulary is pretty good. I could insult you 10,000 ways without swearing at you once. But I won't, because I'm a decent human being. However as the same clearly can't be said for you I'm going to insist you remove yourself away from the field of play so the rest of us decent humans can continue the game without your nonsense.
