I'm not sure there's enough force in the Foden tackle (shocker as it is) to make it an obvious enough error for VAR to intervene, but I would support a red card as the on field decision.

As for the hair pull... I can't actually see it clearly enough to form an opinion.

Edit: Just seen it again and I'm upping my opinion slightly. I think a red card is the correct decision and I think VAR probably should have intervened, albeit I don't think it's a VAR howler to not intervene.

What offence you referring too as you started with the Foden one and ended with the hair pull.

For the hair pull, the only angle ive seen isn't conclusive. Literally looks like it could be either the shirt or the hair.
For the tackle, I thought red at the time and im sticking with it. He was actually trying to stop him from progressing and missed him (by means of attempting to grab him and pull him back), and then he swipes his foot at him and catches him, imo, dangerously.
