Maybe in a friendly I'd use my discretion (providing I'd already indicated the restart is on the whistle) that the keeper hasn't actually delayed the restart, but even then if his actions have caused a reaction from the opponents and I think the temperature of the match is going to go up as a result, I'd still be cautioning.
