It's not at all times either. The referee invokes captains only and this creates an 4m exclusion zone around the referee and only the captains are allowed in this area and communicate. It is not a blanket captains only through the game.I can’t help thinking some referees will misinterpret it and cause themselves all kinds of problems. Like cautioning players who appeal for decisions, suppose technically that is speaking to the referee but it isn’t the intention of the law.

I know it's not the same for everyone but this allows you to do what works, and is more comfortable, for you as opposed to having to conform to a specific way that is prescriptive.

If you've seen the protocol for Captains only then I can see why they've opted to not use the signal in it although it will lose the outward signal to everyone that's happening but also it you get it done without having to resort to using signals and i think the thought process here will show a greater level of control. Time will tell I am sure.
