New promotion / retention criteria for Levels 3 and 4

Last season 60 /40 observer /club marks

This season :
60% observers
15% LOTG tests
15% Development modules
10% club marks

I love it. 30% moved from the random world of club marks to something controllable
I was under the impression that last season it was 100% observer marks but on the basis that those in the bottom 30% of the club rankings couldn't earn promotion and those in the top 30% couldn't be reclassified?!

Still, either way, I feel this is a positive change.

The 60/40 split was in place for the L3 Merit Table, and I know a couple of colleagues who were reclassified on that basis, but I think you are right that there were other rulesets in place as well
 
I've omplained persistently to the FA (via the rep) that there has to be a LOTG test which ought to factor into promotion and retention. I didnt expect them to agree! Personally, despite understanding other referee's mentality, I value club marks slightly more than 10%. Overall I'm impressed with the change. It would be great if the moas devs could maintain a live composite merit table but hey ho. Mid season is complicated each year they transform the criteria

One thing I would say. Watching shows like "Bunch of Amateurs". The referees are all a touch of class when it comes to dealing with managers. As the managers will be screaming, shouting and being disrespectful for 90mins straight.

The referees are always disarming and are really good with their explanations.

This is probably a by-product of the club marks having weight on their promotions.

Expect it's completion rate. Say there are 10. And you do 1. You'll get 1.5% off 15% available. (Think I got the maths right there).
 
Do you need to do a full season as a 5 now to get to 4.

My FA are implying yes. I seen a guy did Feb to Level 5 and Level 4 in Dec. But seems that isn't an option anymore.
 
The dev modules could be scored but that might be administratively difficult. If it's completion rate, then the modules are effectively just compulsory and observer scores are truly worth 75%
Likewise, if the lotg tests are open book, which they presumably must be, observer scores are more akin to 90% and nothing much has changed, except a deft tactic by the FA to get all refs fully engaged with continuous learning and development. Not quite true of course as there'll still be an onus on full marks which could still be tricky

Having seen various CPD (Continuous Professional Development) schemes in my time, I suspect there will be a combination of participation and attainment to decide what score you receive. The participation element will recognise that this is, for most people, still a voluntary role rather than career stepping stone. The attainment element will include a minimum pass mark to ensure that standards of knowledge are achieved and maintained. It' not likely to be a one off event either but a spaced retrieval process with different elements of the referees role/law assessed at different times during the year.
 
What it has done now is to filter out the officials who do not want to develop. I would have preferred a higher weighting on Club marks, but with the CPD and law "checks" - the onus is on the official to do them as relying on observer marks now won't be enough to "maintain" or get promoted.. So may thin some of the 1000+ L4's on the system etc...
