Can a Keeper still be booked for delaying a restart (goal kick) without five second countdown?
Yes the way see it. When there is compelling reasons (which stand out even with countdown), not just because he is being too slow. But why would you not use the countdown?

Example: keeper places the ball on the spot for the kick but then walks to it, picks it up and punts it to the next suburb.

OR, picks it up and walks to the other end of 6 yard box for no apparent reason, for the second time.
 
I wouldn’t caution the second one. It’s just a corner kick for taking too long. First one I can see—though it is more about disrespecting than the delay even if we’re written up as DR (Though I might just start counting on that—GK can scramble and look foolish if he wants. The games I do have spare balls so won’t really delay anything on the other teams CK.)

In the real world, I think the only DR caution on a GK (or TI) is after the count down when the player is delaying the other team’s CK (or TI).

I think the OP question is can it be rather then would you? Fair enough if you don't but I would, especially after he moves it a second time, for a similar reason, as it would be obvious he is taking the pi55.

During the Bristol City Lincoln game the Lincoln Keeper was booked for delaying the goal kick. The Keeper was obviously time wasting and there was no countdown. Post booking the goal kick was then taken.

For me, this is bad refereeing and a mistake not doing the count down, but good recovery by cautioning the deliberate/obvious time wasting (or had he just changed to corner kick). Though technically may not be covered in law, the section about spirit of the law should cover it.

What I am assuming here is he forgot to do the countdown and realised it too late. And the time the keeper took was significantly longer than the time it would have take for a change of restart to corner kick had the referee not forgotten to do the countdown.

From the description provided here, the referee was incorrect in law.

"If a player is unfairly delaying the taking of a goal kick for their team, the referee will whistle and signal the start of a five-second countdown. The referee will visually count down the five seconds with a raised hand, and if the goal kick has not been taken by the end of the five seconds, a corner kick is awarded to the opposing team. The offending player is cautioned only if they excessively delay the restart after the corner kick has been awarded to the opposing team."

Although I am wondering whether it was definitely a goal kick, and not a free kick for an offside or foul committed in the goal area? Live reporting on BBC says goal kick, but I'm not sure how much I'd trust that...

So effectively a referee cannot book a goal keeper now for delaying a restart if it is a goal kick?

Effectively yes, unless the goalkeeper is on a mission to either get himself carded or wind up the opponents by delaying the corner.

However... Law 12 does still allow for a caution for delaying the restart for a player kicking the ball away after the referee has stopped play - so if the keeper decides to boot the ball away while it's out of play, in law you can still caution him.

If you want to be correct in law then just start the count, even if it's too late. Count quick and and just force the law for a caution.

Same section of the law you quoted means we are still going for a goal kick and awarding a corner will be wrong in law.

The above is not last nights scenario, its myself checking a just in case.

You quoted the law that has three events in sequence, countdown, then posible change goalkick to corner, then possible caution for DR.

You said we can't caution because the previous event(s) has not happened. I am saying you can't change restart to corner because the previous even has not happened. Hope this makes sense. 😊

Oh I think I see why I'm confused - you're referring back to the OP, right? I was just responding to Pembroke's follow-up question about not being able to caution a GK for DtR.

In that scenario I think it should just be the countdown being used, and if he hasn't taken the goal kick in time, give the corner. I would be saving the caution for if the GK has booted the ball out the ground/into the neighbouring gardens/two pitches over etc. Then call for a new ball and start the five second count pronto.
