First one is definitely wrong as foul was outside. Completely understand Backhouse giving the pen, but AR really should have been getting involved.

It's quite strange because immediately after the whistle is blown the camera is focussed on him and there doesn't seem to be any look over to the AR nor does it appear he's speaking on the comms. It appears to me that the ref has made that decision himself.

I'd be interested in others responses, particularly those who ref at a higher level than me, but when I'm AR, once the ref has made a cast iron decision like that and "led the decision", I'm very very reluctant to get involved. 🤷‍♂️
 
At the level you will operate at, if your profile is up to date, you would generally not be expected to get involved unless it was clearly outside. But that would come down to the referees pre-match.

At the level these guys are at, the AR could easily get involved over the comms if they were certain it was outside. I guess AR wasn’t 100% certain so chose to keep their mouth shut. Although they have have said something and ref chose to ignore.

I do think he blows very very quickly. Normally in instances like this you’d delay to give yourself a little bit of thinking time.
 
If the second penalty was indeed awarded for handball, it shouldn't have been IMO - arm is in a natural position supporting the body as the defender went to ground. I think he's given it for the tackle tripping the attacker though, arm gestures/lip reading look like he's saying you haven't won the ball and you've tripped him.

Imo at this level, if you have the information, you have to tell the referee. What he does with it is his prorogative.
This is the professional game where people's careers and lots of money are at stake.
 
We’ve all had the classic “you’ve got to help him out there, lino!” and you absolutely may have given your mate in the middle your take on it (inside, outside, foul, yellow etc) and they’ve gone “nah”.

(Edit to clarify: not that he/you is wrong)

It should really be covered in the pre-match instructions. I'd generally say that I'd do one of 4 things at penalties, give it or rule it out, in which case don't get involved unless I'm the only person at the ground that thinks it was / wasn't a penalty. 3rd is I'm not sure and would be staring at you, so give me something, either a signal or a shake of the head or arm to say no. 4th is it's a penalty, I'm giving it but I don't know if it was inside or out, if you had a better angle than me help me out by staying by edge of penalty area or moving to corner flag.

I had a game at a step 2 club earlier this season. Me on the line and a close mate of mine in the middle.
Player goes down in the box, I said ‘No foul’ down the comms, he blows and gives a pen.
My mistake at this point was stepping on the pitch to take up my position for the penalty a touch too early, which invited players to come over to me.
I then got 30 minutes of the a few hundred fans singing ‘Lino - you’re a c*nt’ at me for a penalty decision that I said no to! 🤣
 
With regards to the fouls, clearly the first one is an error.
The second one I think is for a foul, not handball. I don’t actually think it’s a bad decision.
