Newish ref here.

Just trying to brush up my understanding. Where in LOTG does it mention holding as an offence. I was expecting to see it in Law 12 - Fouls & Misconduct.... I'm guessing it's covered under pushing

I cant claim to be Taggart but, my detective skills do lead me to the line in your post which says

' holds an opponent"

so am going to go out on a limb here and say what you are looking for, is printed on the page you posted
 
if holding is a black or white offence, then presumably if there's a lot of it, then the sanction would be PI?
PI is definitely an option
SPA in the right context, obviously DOGSO is possible too
In theory you could have a reckless or even dangerous hold. Chiellini vs Saka in the WC final probably qualifies as a reckless hold, dangerous would probably require something around the neck and force/duration?

The first section in your excerpt is the "against an opponent", which used to be taught as a set of 7 offences - which was neat, because you therefore had 7 DFK offences, 7 YC offences and 7 RC offences. I presume the second section is things that have been added/clarified over time, rather than any specific law reason for splitting them off.
