I have a County Cup semi final tomorrow so I thought I'd check the substitution rules.

Rule: In open age competitions, a team shall be permitted to use three substitutes in any one
game from three players nominated to the Referee prior to the commencement of the
game, except to replace a player who has been suspended from the game by the
Referee.

This can easily be interpreted as roll on roll of or as 3 fixed subs. I sent this to 2 other refs and asked what they thought and I got 2 different answers.

Could it not be 3 subs but an extra if the player commits and offence whilst sin binned?

I doubt it because that wouldn't make sense to me but that's the way I'm reading it.
 
It's actually 3 subs maximum to be named on the team sheet, roll on roll off.

Like alot of laws/comp rules they just appear to be worded poorly.

Anyway it was a cracking game, 3-1 to the home sides. 0 cards, 0 incidents of any kind from an officiating point of view and 0 dissent. Adult Sunday League
 
I cant add anything than what's already been said but I will say well done for attempting to look, ask, and ask again....
Maybe message County next time to confirm.

Damn, I would absolutely have read that as 3 subs permitted from 3 named max.

Usually they say 'rolling subs are in use' or something in that section. Let's hope they amend it in the next handbook!

Was this all there was? Comp rules must specify two things, max number of substitute players and max number of substitutions. Looks like the former is specified and the latter is missing.

Allowing return substitute (AKA rolling subs or interchange subs) is optional. If not specified then it's not allowed.

Sounds like someone from IFAB had written those comp rules.

Agree, they really need to fix that as I would have interpreted it as no repeat subs. If repeat subs were allowed I would expect to see text similar to that below from SCoR ...

A player who has been substituted becomes a substitute and may replace a player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football.

Yes that's the one I've seen on comps with roll on, roll off subs.
