As an observer in England I have seen it used regularly last season and this.
It is only used for dissent in England (not the case in some countries).
I have seen it used mainly after the referee had earlier spoken with the player to warn about dissent.
It therefore tends to be used more regularly in the second half - I have seen six or seven games with temporary dismissals ("Sin Bins") in the last ten minutes, so the player was not able to return.
It works well when applied properly.

I have a hypothetical scenario if you give 2 dissent Sin Bins do you send them away still.

There are several scenarios around sin bins/caution and the order they occur. Have a look at the modifications to the laws on the IFAB Laws 2020/2022 website.
You can get crib cards with all the options listed, same size as your yellow card, so easy to take out with you.

I looked it up but found no answer as to if they have to leave pitchside same as a red card though.
 
Just finished the 4th season with sin bin in place. My approach to sin bin has been exactly as my approach to dissent before sin bin came about.

If I had cautioned for it, I now bin for it. If I had not cautioned but warned for it (not exactly to the level I considered dissent at the time yet), I still warn for it. The threashold for the two is exactly the same.

You're all missing the point of the question. The OP is clear that he understands two sin bins means the player takes no further part. However, it does not state where a player must go when they can no longer take part.
A red card states player must leave the field and the immediate vicinity of the pitch but a player who takes no further part is not sent off.
IMO player who is taking no further part must remain in the temporary dismissal area

Just be aware that, as far as I recall, nowhere in the US has sanctioned the use of sin bins as yet. The governing body (US Soccer) has to allow for their use.
