Hi, I’m Referree coming from abroad , today I got confirmation that my FA in London accepted me as a referee Level 7, they asked me DBS, I’m going to move to the UK in August, please tell me can I get DBS if I’m live abroad ?

You need to ask your County FA exactly what they need, as it varies
 
I repeat - you need to talk to the County FA to see what they are willing to accept . . . will they accept your evidence via e-mail, for example?
Have you got a UK National Insurance number, which they will need?
Do they need clearance from your country's FA?
Will they accept a police check from your country as evidence?
 

The instructions are all in those images you have posted. They won't accept a DBS from abroad, just as, for example, they won't accept a police officer's or teacher's DBS and they still have to get a new one for refereeing.

The issue you will probably face is that to apply for a DBS you will need a UK address and proof of that address, so in reality you won't be able to apply until you move here. But as others have said, ask you RDO, which I would guess is Hugh, they are there to help and more than happy to offer guidance on these types of things.

I have already gotten letter from my FA, so FA in the UK accepted me on Level 7.

RustyRef and I are both trying to help. We know you have been accepted as a Level 7, but you need to check with your new County FA as to which documents you can supply, if any, before coming to England.
You need to check whether copies are acceptable, or e-mailed copies, and as Rusty says there are some parts of this which may need to wait until you arrive in England.

Once again you are replying immediately without reading the e-mail you receive.
Re-read it now, and then check whether e-mailed or photocopies are acceptable, or only original documents.
We are trying to advise you and help you, but you need to read and understand the advice given before rushing to reply.

Yes, and they have sent you instructions on what to do for both. As I've already said, you won't be able to do the DBS check until you have moved to England and have an address there, and will need proof of that address. The FA Safeguarding Qualification is an in person course, usually three hours in an evening. I suspect they are suspended at the moment due to Covid-19, so you are just going to need to be patient. Realistically there won't be any football in London until September at the earliest, most likely will be much later than that, so you aren't missing out on anything.

Sorry, but I afraid to say that you won't get your DBS check done until you have a residence in the UK. One of the requirements is for original documents, not downloads from the internet, so you need to have be here to get them.

Also, like Rusty has said, it is a requirement of referee registration for you to have done the FA Safeguarding course. When will these be run is anybody's guess under COVID-19 regulations. I suspect your course will not be until October and you cannot officiate until then.
