Never understood why it wasnt.
I was once told that it was to make sure that all the admin the CFA's have to do for the beginning/end of the promotion season happened at a different time to all the admin they have to do around the beginning/end of the football season. I think when you imagine all the paperwork that had to be sent by post and manually processed, that kind of makes sense - but now with it being all digital, it's probably easier to do and so staggering the seasons makes less sense?
 
Question) As the promotion season runs from March 1st, is it likely that a candidate will be assessed before the playing season ends (March 1st thru May)? Or do the assessments tend to happen in the following playing season?
It's highly likely. Whilst it's obviously dependent on Observer availability, so long as you're regularly and promptly submitting your match detail forms, I'd fully expect you to get one or two in before the end of the playing season.

Does anyone have Mickey's number, as I need a coach. Or maybe he died in Rocky 3, I can't recall

I think you just need to chase a chicken around your garden and chop some wood in the snow, you'll also need to make it into a montage with an 80s power ballad as the backing track
 
I've been a level 7 all my refereeing life and enjoy it.

Lots of variety and comps you can AR/middle on. Without looking at exact number, I did something like 45 games last season across about 15 different competitions.
 
You can still get some good games as a L7, however there are certain leagues that you won't get access to officiate on until you reach a higher level.

As a L7 it's unlikely you'll get any observations unless you go for promotion, so there is a chance you can develop some bad habits along the way that don't get checked.

There is no right or wrong answer to this, it all depends on what you want to do. I've worked with some fabulous L7's who have no desire to go higher, who in some cases have been better than some of the more ambitious L5's on the circuit.
