Thought exactly the same when I saw it.

Here is what I don't get about FIFA asking referee to minimise yellow cards. On the one hand they are worried about players missing the next games after two yellows in the tournament. On the other they set the rule for two yellows and you miss a game. Sounds hypocritical to me. If you want to keep them in, get rid of that rule instead of asking referees not to apply the laws.
