Correct decision, but the wrong way to reach it. Phil appears to say no to the yellow card straight after signalling it, camera pans to Mourinho crying to the fourth official then Phil goes back and gives the second yellow. Think he's bottled his original decision to be honest, although he's reached the correct decision in the end, however he come about it.

He seemed to have said he isn't going to caution him then a fair few seconds later brings out the cards... Another time where it would be nice to hear what the referee is saying

If you're influenced by a crying manager (in this case Jose Mourinho), then I would say yes that's wrong. Dowd seemed to have said no to the caution at the first asking by (I think) Terry.
 
Is Jose going to have influenced the 4th official? Do you think he said on the mic "Phil, Jose wants him off for second yellow sort it out". To me it looks like he at first thinks no to a yellow but after stepping back and giving himself a few seconds to take in he's changed his mind and come to the correct decision.

I think it's highly likely Phil Dowd has looked towards the sideline, seen Mourinho crying his eyes out and going nuts at the 4th and that has influenced his second yellow decision. Irrespective it's the right decision anyhow but the way of arriving at it is in question.

Yes I think there is and I've seen Mr Dowd do something similar!

QPR v Wigan - Zamora swings boot high and connects with Wigan players head - Mr Dowd plays advantage (Wigan had the ball but in midfield, no chance of an immediate goal) and THEN stops play and (after appearing to receive advice from "elsewhere") sends off Zamora.

Now we are are taught NEVER to play an advantage on a red card unless goal about to be scored so in that case and this I would venture to suggest, right decision made in the "wrong" way.

MOTD showed Dowd telling players to 'Go away" but then tells John Terry that he is still thinking about it!
