Quick sin bin scenario: Player is dismissed for dissent in the 46th minute of the first half (so during added time). Ref plays another 3 minutes before half-time.

I know IFAB/FA guidance says a sin bin is 10 minutes of playing time and that added time should be included, with any remainder carrying over into the next half.

In this situation, would those 3 minutes of added time count towards the 10 minutes, meaning the player only owes 7 minutes in the second half? Or do you treat it as if they have to serve the full 10 minutes once the second half starts?

7 minutes in the second half as has already completed 3 of the 10.

The food book is literally answering the flip side of the equation in that passage. It is saying that if the player is sin binned in the 10th minute, and there is a 2-minute injury delay during his sin bin, he would not be permitted back until the 22nd minute. But the concept is the same.
