It's not great !! ... elevation from the side-line camera obviously helps show us the colour of the shirts - all blue - I'm guessing the AR may have 'wondered' who was behind the first, second and third blue shirts - if the AR could see them at all ... maybe a pre-requisite for all ARs is that they are all 10ft tall so they can see above the first player
There is someone directly behind the player who receives the ball when it is crossed in ... it might have been that (for a split second) - the AR was aware of player(s) on the far side of the player who received the ball - but not aware of which colour shirt they had ... the AR might have assumed that one of them might have been white - and in which case - level(ish) with the blue he could see - and let it go ...
It is obviously a poor decision - just trying to think why the AR didn't flag it - can't think of any other plausible reason ...
