I think I agree with pretty much everything Collum has to say except the first one being a C&O error, I think it is a debatable call and there seems to be an over-emphasis on impact.

I think the first one perhaps confirms my suspicions that Scotland probably is more in line with UEFA that they expect soft penalties given to be sent for review as they focus on impact.
In England this would be fully nailed as refs call and I got to say I don't mind things being sent for review if the contact does not match the impact. The Bournemouth Palace game is a good example of this, no way should that be a pen but they backed the refs call because there might of been some slight contact therefore the ref has not committed a clear and obvious error.
