Restarting play

Had a first today, ball goes out for a goal kick and just as the keeper is walking with the ball I get a shout from the side for a sub. I deal with that and as I'm returning to my goal kick position I shout over at keeper "lets go keeper, when you're ready" at the same time motioning with my hand to go.

Keeper then proceeds to run up but tries to stop mid leg swing but half kicks the ball a metre or so. Nobody moves as the keeper then looks at me and says "I'll put it back before you blow your whistle", I stay still and he then taps the ball back to the 6 yard box, queue me blowing my whistle and awarding an indirect free kick. Keeper and CB go mental, CB booked for dissent.

I attempt to explain that I don't have to blow my whistle every time I restart play but they look at me as if I'm talking German or something. Chance was wasted by the opponents but I can't be the only one who doesn't blow for everything goal kick/ corner etc.

The ball is not in play until it leaves the penalty area. As such the keeper was correct, it should have been a retake.
 
Unless the kick has left the penalty area then the ball is not in play and the correct decision is to retake the goal kick.

Chalk it up a one for experience and to learn from.
 
I have my own restarting play story from today.

First time I have ever stopped a game for dissent after a yellow player argues for offside when even his own CAR gave a clear signal the blue player was onside. Didn't really matter as the ball went to the keeper anyway, but the dissent continues before the ball is punted by keeper, so I just have enough and blow the whistle, administer the caution in front of the captain. Then completely forget to indicate its indirect. Luckily it comes to nothing but could have been a problem if the blue player found the corner of the net and I have to explain that due to my muck up it was to be retaken.... Live and learn.
 
You know what I clean forgot about that. Oops ha ha. In fairness they weren't arguing over that they were arguing over the fact I hadn't blown my whistle to signal the restart of play. They won 6-0 anyway so no harm no foul mwhahaha.
 
I have to admit that I generally whistle when I have stopped play rather than play stopping - with one or two exceptions. Ball out of play, sub requested, I blow to stop any continuation then blow to signal the restart. Ball out for throw, corner or goal kick, no whistle for restart. No whistle for free kick unless I delay its restart - close to goal. Always a whistle for the centre.
 
I always restart play after a sub with the whistle. Then, everyone knows you're ready to go and there's no excuse.

I'm very similar to Mick (above) with regards to whistle restarts, the only addition being if I feel a team are going too slowly (attempting to time waste), I'll whistle the restart of whatever it is they're taking as the whistle encourages players to start (certainly at my level)
 
Sorry mate, but you're wrong on two counts:

  1. As others have said, until the ball leaves the PA, it is not in play so there cannot be foul occur during that time which means no free kick, direct or indirect, can be awarded. The GK should have been allowed to retake.
  2. It is mandatory to blow your whistle to restart play after a substitution has taken place.
And here's a suggestion: if the GK is about to get the ball back into play, do not allow the substitution until the next opportunity. Avoid the whole ordeal.

The whistle is needed to:
• start play (1st, 2nd half), after a goal
• stop play:
– for a free kick or penalty kick
– if the match is suspended or abandoned
– when a period of play has ended due to the expiration of time
• restart play for:
– free kicks when the appropriate distance is required
– penalty kicks
• restart play after it has been stopped due to:
– the issue of a yellow or red card for misconduct
– injury
– substitution [Emphasis mine]
 
This I realised this when I read through them again last night. It never ceases to amaze me when something like this where one small line in the LOTG can impact a game so much. Much like my previous mistakes I won't forget this.
