For me it is poor game management and lack of awareness

His body language would suggests his watch has beeped and he’s gone into autopilot mode

Agreed- you either blow as early as possible before he even looks like hitting it, or you let the shot take place

You blow when the ball is in a safe place, this wasn't even close to being safe. That is really poor refereeing, completely correct in law but he caused himself a world of trouble there.

Why he's put his arm up, and well before blowing the whistle I have no idea. Just get it blown fast if you're blowing it in that situation.
