So opponents work ball through the whole tea, score, then they refuse to kick off again?
I remember Scotland had an away game like that once - I think it was a WC Qualifier, and their opponents had been ordered to play at a neutral venue due to crowd trouble. The opponents (one of the old Eastern Block countries I think) refused, saying the facilities weren't good enough so never turned up.
Scotland had to kick off, they made two passes, scored and the referee abandoned the game.
What made me laugh was the fact that despite a couple of weeks build up to the game, with the opponents always saying they weren't gonna be there, the match HAD to kick off for Scotland to get the default points!
There were a couple of thousand Scottish fans there as well if memory serves.
Also, I wonder what would have happened of they had lost the toss!
