Can a team have more kickers in a round of kicks from the penalty mark than their opponents?

If a player in the team taking the second kick of each pair is sent off after the opponent's kick but before taking their own, the kick is recorded as missed, and thus the team going second will have one less actual kicker for each such occasion.
If a team going first has taken four kicks and scored all of them, and the opponent going second has taken three kicks and missed, the KFTPM are over, the team going first is the winner.

The latter. Otherwise The word I would have used would have been more 'kicks'.

So that excludes option 2. Option one is not recorded as a miss. The kick is taken by someone else even if the send off is after the signal is given by the referee to take the kick but before the kick is taken. This was discussed in the other quiz question thread with law references.

Love the use of spoiler options though :)
 
This question highlights how difficult it would be for LOTG to cover all possibilities which in some cases would be "solution in search of a problem".

I have added some clues and answers using spoilers alerst (Thanks @Nij for the tip :) ). This would be a debatable one as there was no easy way to highlight the scenario in the OP question.

A couple of years ago the laws added "or during" for equalisation of teams when one team has less players than the other. The reason was so that one team's worst kicker does not have to kick against another teams best kicker. This is sensible because the team gaining an advantage from it is usually the wrong (offending) team. However this change does not completely address the issue.
One way the OP could have happened is that if an injured keeper being replaced and had already take a kick, the new keeper was able to take a kick in that round. This inconsistency was fixed in law so it is not an answer for OP.


Assuming we are 11v11, if a team has take all 11 kicks, before the opponents take their 11th kick (their worst kicker) is sent off or unable to take the kick (possibly deliberately). This means at that moment, for that round of kicks, one team has/had more kickers than their opponents.
A similar situation (although not as black and white) is if say after 5 kicks each team and its still a draw, a player is sent off and the opponents equalise in player numbers. If the sent off player had already taken a kick but the opponent taken off to equalise had not taken a kick (or vice verse) then we will end up with unequal number of kickers for the round of kicks.
