Below info from latest Sussex F.A. Newsletter may be of interest (presumably every one has / will receive similar info from their own County F.A. but, you never know)

First bit is for those already in scheme but provides some useful guidelines about what to focus on when you referee. Second bit is about applying - there's a lot of it! ?(so much that i've had to put it on a second post due to 10000 character max)

Ross - i noticed that there were already three separate threads about various aspects of promotion. Just wondered if there's some way of grouping them under a sub heading...kind of thing

“The Business End of the Marking Season”
For those of you in the promotion scheme it is important to remember that there are: only two months left of the marking season; only a limited number of matches left for you to referee; only a limited number of opportunities left for you to impress (Assessor & Clubs).
It is therefore a time for: one last push, one last effort by you; finishing on a high; taking on board & implementing all that you have learnt so far this season.
How can you achieve this? By refereeing with confidence & authority
- both on & off the field of play;
- having positive/open body language;
- by being a good communicator;
- by appearing confident but not arrogant;
- by being authoritative not dictatorial
By getting the “big decisions” right:
- i.e. goals (given or disallowed); penalty kicks (given or not given); yellow & red cards; etc;
- through achieving optimum positioning, providing an unobstructed view of incidents;
- by giving yourself “thinking time”;
- by effective teamwork with your Assistant Referees (neutral or club);
- by “selling” your decisions.
By recognising & correctly reacting to the “pivotal point” that occurs in nearly all competitive matches, remembering that it:
- can occur at any time;
- sets the tone/scene for the rest of the match;
- can occur in various forms, but normally relates to a “big”/potentially match changing decision;
- requires maximum attention/focus & a correct/successful judgement.
The rewards of doing so are hopefully: performance enhancement; end of season “plum appointments”; self-satisfaction in a job well done; and of course PROMOTION!!

Promotion Scheme Application Information
The 2014-2015 SCFA Referees’ Promotion Scheme falls into four categories, Level 7 to 6, Level 6 to 5, Level 6 to 4 and Level 5 to 4, all of which have their own criteria. Therefore it is crucial that you correctly indicate the category that applies to you when requesting an Application Form.
Note: Although you can not apply for promotion from level 7 to 5 in one season, accelerated promotion is possible; full details are held in The FA Regulations, which can be found at TheFA.com
Standard requirements for all Promotion Candidates:
a) Have, by 28th February 2014, already refereed at least twenty (20) 11-a-side matches as a Level 7 Referee.
b) Apply to the SCFA for consideration for promotion by 31st January 2014 on the appropriate application form. Application Forms are only available by emailing Paul.Saunders@SussexFA.com.
c) Fully meet all of The FA criteria.
d) Re-register as a Referee with the SCFA before 31st May 2014.
e) Demonstrate a good level of personal administration. This means that you are able to comply with all SCFA Procedures including using the Central Appointments (closed dates) System; deal promptly and correctly with all correspondence with the SCFA, your Area Co-ordinator and the Leagues; complete match return cards, misconduct reports and attend commissions (if required) etc.
f) Submit with your application form an application fee of £40, which is refundable if in the promotion year you fulfil all of the following criteria:-
a. Officiate the requisite number of matches (both middles and lines)
b. Attend the Promotion In Service Training
c. Pass the Laws Test
d. Demonstrate a good level of administration
e. Pass the relevant nomination fitness test (potential level 4s only)
Note:
1) If the criteria above are fully met, the application fee is refundable, regardless of whether you are promoted or not.
2) A refund may be made in exceptional circumstances such as an unpredictable major injury at the discretion of the RDO.
Club marks may also be taken into consideration.
Additional requirements for each category are listed below…
Level 7 to 6 Candidates:
1) Must officiate on 11-a-side Adult football – and Referee a minimum of fourteen (14) open age matches and a further six (6) 11-a-side matches, which can include Youth (U17 and U18 only) and Women’s matches during the Promotion Period which is from 1st March 2014 to 28th February 2015.
2) Achieve an indicative Assessment Mark of 70 or above on a minimum of 3 assessments.
3) Must attend at least one of the two published Promotion In-Service Training Meetings on Wednesday 2nd April 2014 at the SCFA, Lancing or Thursday 10th April 2014 at the K2, Crawley. Please note that failure to attend one of these meetings will mean that you will be removed from the 2014-2015 Promotion Scheme.
4) Must pass the required FA Laws of the Game test, at which you will be allowed three attempts; 1 of the 3 attempts will be available at the Promotion In-Service Training Meetings.
Level 6 to 5 Candidates:
1) Must officiate on 11-a-side Adult football – and Referee a minimum of fourteen (14) open age male matches and a further six (6) 11-a-side matches, which can include Youth (U17 and U18 only) and Women’s matches during the Promotion Period which is from 1st March 2014 to 28th February 2015.
2) Achieve an indicative Assessment Mark of 70 or above on a minimum of 3 assessments.
3) Must attend at least one of the two published Promotion In-Service Training Meetings on Wednesday 2nd April 2014 at the SCFA, Lancing or Thursday 10th April 2014 at the K2, Crawley. Please note that failure to attend one of these meetings will mean that you will be removed from the 2014-2015 Promotion Scheme.
4) Must pass the required FA Laws of the Game test, at which you will be allowed three attempts; 1 of the 3 attempts will be available at the Promotion In-Service Training Meetings.
Level 6 to 4 Candidates:
Important: To be accepted into the Level 6 to 4 scheme you must take the “entry” Fitness Test detailed at point 6 below.
1) Must officiate on 11-a-side Adult football – and Referee a minimum of fourteen (14) open male age matches and a further six (6) 11-a-side matches, which can include Youth (U17 and U18 only) and Women’s matches during the Promotion Period which is from 1st March 2014 to 28th February 2015.
2) Achieve an indicative Assessment Mark of 73 or above on a minimum of 3 assessments.
3) Must attend at least one of the two published Promotion In-Service Training Meetings on Wednesday 2nd April 2014 at the SCFA, Lancing or Thursday 10th April 2014 at the K2, Crawley. Please note that failure to attend at least one of these meetings will mean that you will be removed from the 2014-2015 Promotion Scheme.
4) Must pass the required FA Laws of the Game test, at which you will be allowed three attempts; 1 of the 3 attempts will be available at the Promotion In-Service Training Meetings.
5) Undertake a minimum of 5 appointments as an Assistant Referee in the Promotion Period which is from 1st March 2014 to 28th February 2015.
6) Complete an “entry” Level 4 Promotion Fitness Test on Thursday 6th February 2014 at the K2 Stadium, Crawley. Successfully complete a further Pre Level 4 Nomination Fitness Test on either Thursday 3rd July 2014 at the K2, Crawley or Sunday 27th July 2014 at the Withdean Stadium, Brighton by achieving 2600m in 12 minutes and two 50m sprints in 7.5 seconds.
7) Must be prepared to Referee regularly on Saturdays and midweek.
8) Attend compulsory FA In-Service training area meeting for potential Level 4 Referees, date to be announced by The FA.
Although not compulsory you are expected to attend the In-Service Training Meeting for potential Level 4 Referees on Thursday the 6th February 2014 at the K2, Crawley after the Fitness Test.
Note: If you are unsuccessful in passing the entry fitness test you will automatically move to the Level 6 to 5 Promotion Scheme.
If, at the end of the promotion year, you are unsuccessful in gaining your Level 4 promotion, it is still possible to be promoted to Level 5 if you meet all of the Level 6 to 5 criteria.
Level 5 to 4 Candidates:
Important: To be accepted into the Level 5 to 4 scheme you must take the “entry” fitness test detailed at point 4 below.
1) Must officiate on 11-a-side Adult male football (including U18) and Referee a minimum of fifteen (15) games during the Promotion Period, which is from 1st March 2014 to 28th February 2015. Note other youth matches do not count towards the Level 5 to 4 promotion scheme.
2) Achieve an indicative Assessment Average Mark of 73 or above on a minimum of 3 assessments.
3) Undertake a minimum of 5 appointments as an Assistant Referee in the Promotion Period which is from 1st March 2014 to 28th February 2015.
4) Complete an “entry” Level 4 Promotion Fitness Test on Thursday 6th February 2014 at the K2 Stadium, Crawley. Successfully complete a further Pre Level 4 Nomination Fitness Test on either Thursday 3rd July 2014 at the K2, Crawley or Sunday 27th July 2014 at the Withdean Stadium, Brighton by achieving 2600m in 12 minutes and two 50m sprints in 7.5 seconds. Note: If you do not successfully pass the Fitness Test you will be removed from the scheme and your application fee will not be refunded.
5) Must be prepared to referee regularly on Saturdays and midweek.

Female Referees Only:
The FA has recognised that some females wish to progress their refereeing career within the women’s game only, but previously had to be promoted through the men’s game. Now you will be able to be promoted through the women’s pathway / game, however, any promotion will relate only to the women’s game.
If you wish to apply for promotion you will have to decide to enter:-
- The main promotion scheme only
- The women’s promotion pathway only
- Both
Please indicate this on the Application Form.
The main requirements for both are similar and are contained on the Application Form, the difference relates to the matches you referee and are assessed on.
In the main scheme you have to referee at least fourteen (14) 11-a-side open age male matches and at least another six (6) 11-a-side matches which can be youth (U17 and U18 only), women’s or indeed a further six open age male matches.
In the women’s pathway you will have to referee at least fourteen (14) 11-a-side open age female matches and at least another six (6) 11-a-side matches which can be youth (U17 and U18 only), men’s or indeed a further six open age female matches.
If you wish to be in both schemes at the same time you would have to complete a minimum of twenty eight (28) matches with at least fourteen (14) 11-a-side open age male matches and at least fourteen (14) 11-a-side open age female matches.
