Is it a bookable offence for a player to sip water by the sidelines during a match?

Absolutely not. In fact as an assessor (and a fan), I would be very disappointed if the referee doesn't allow it.

Of course it would have to be done in a safe way and that it doesn't interfere with play.

I've been asked by refs when working as AR to make sure any players who come over to the bench during a break in play to take a drink stay on the field of play. While I would never dream of booking anyone for leaving the FoP for a drink, a proper assassin might so cover yourself and don't let it happen.
