DOGSO seems a no-go unless there are some lines missing from my copy of the LOTG. Caution for USB is easy and appropriate for this.
 
Well in this case the ref did nothing. The keeper save the shot with a good save but ref pulled it back for defender encroachment. Can't see who on the camera view at the time but it looked like he had the same thinking as @Viking.

Here is what happens for the second one. You don't take action, they take their chances and push it to the limit. The ref took no action again and the keeper saved the second shot with a good save too.

I cant see the clip for now but that's abominable officiating, the first instance is a yc although if you decide its not, fine, at least we aware of what's going on and be proactive and the gk should be nowhere near the restart. To then not even be looking at the flashpoint, white really should have stuck head on gk, afterall, ref cant see it... (assuming there are no Ars)

So what in reality should(could have) been a goal and a dimissed gk ended up with no sanction and a missed pk. hmmmm

Any new refs on here take note. Never turn your back on the kick taker/keeper in this situation, especially on a retake.
