is the penalty line part of the penalty area? it sounds silly but if it is on the line is it a pen or freekick?

It's a penalty. I forget the exact wording in the lotg but iirc it is a penalty

but for example what if its definitely hand ball but the hands are outside the box but the feet are in?

Offence occurred outside of the penalty area so its a free kick. Doesn't matter if the feet are in

It's not like rugby where a player holding the ball puts a foot in touch then its out of play. Whole of the ball has to cross the line in football don't it?
