I'm not a huge fan of these provisions that are at the discretion of the competition authority.

But, if adopted by the competition, does that really mean that a player who steps over the touchline while complaining to the AR about an OS flag?!

According to BBC the decision remains at the absolute discretion of the referee, who will consider all circumstances before issuing a red card.
 
In other words, FIFA/IFAB get to say “see, we’re solving the problem” by creating “damned if you do, damned if you don’t” scenarios for referees. The more I think about this, the worse I think it is.
 
I suspect that the IFAB decision was made after the nonsense in Africa, rather than Tank asking the Dog and Duck Reserves AR "Are you sure, lino?" about a throw in decision🤔
 
Is a player going to be sent-off if they walk off to protest that they feel the referee hasn't dealt with a racism allegation effectively?
