That’s an almost impossible call. It’s definitely possible that the ball was completely over the line to the side of the PA, but the AR has no chance of judging that line. So the only possible way for that call to be made is if the R has an angle from where he is. We don’t see the R until after the punt, so hard to know what his angle was, but I’m guessing he was a bit more central when the GK caught the ball. So the only possible way he could make the call would be to guess. And we don’t guess on things like that. Without VAR and an appropriate camera angle, there is nothing to do about it. (My gut from the angle we have is it was just barely outside—but not a chance I would make that call based on this angle.
