After making a save by securing the ball between his hands and the ground, the goalkeeper waits several seconds for opposing players to retreat. He then lifts his hands off the ball and positions himself behind it, seemingly attempting to waste time. Once an attacking player approaches, the goalkeeper picks the ball up. Does this action contravene Law 12 regarding the second touch rule? Is this considered deliberate trickery? And should the goalkeeper be cautioned for unsporting behavior?

It depends how you interpret save and control. For me:

If there was clear separation between the ball and hand after the initial save and the ball is no longer moving towards goal, the further placement of hand on ball is now control, the next phase and 6 (8 seconds) starts.

If there was no separation, the ball is stopped, then I give it one or two seconds (no more) then start the next phase, control and timer.

Here from your description, the intent was to release it and there is a second touch. If you don't ping him for that, then you can ping him for 6/8 seconds. The save was well and truly over and he had control.

Of course using voice to proactively avoid controversy is good, especially at grassroot. "You can't pick it up keeper" nice and early as soon as he stands up behind it.
 
Pretty much agree with @one. If the release is deliberate, he can’t pick it up. If the ball comes lose as part of the save, the. He can pick it up.

And absolutely no reason to caution. First, the GK just took the ball in his hands and turned it into a goal scoring opportunity for the other team. Second, it’s a GK handling offense, which simply cannot be cautioned per Law 12.
