(All he can’t do is score directly from a drop ball without another player (either side) touching it.)

He said every restart by a player.

A dropped ball restart is in play when it touches the floor and can be played by any player once in play.

It wasn't meant to be a trap but yes. A dropped ball restart is by a referee.

Also to mention that if the second touch is a handball offence, then the restart is a direct rather than an indirect free kick (or a penalty kick if it's inside the penalty area).

Unless a goalkeeper within their own penalty area which remains indirect.
