If a defender raised a high foot as the attacker was going to head the ball (as seen in Ned v Arg) then is that a penalty or a indirect free kick for dangerous play?

It depends. If the player makes contact with the attacker, it's a penalty. If he doesn't, it's an IFK.

At least that's how I understand it.
 
Contact is crucial and 99% of the time there is some degree of contact. Once there is any contact then it's a DFK/Penalty as appropriate.

The instance in Ned v Arg there is no contact so IDFK is correct.
