LOTG clearly state the ball must be PLACED inside the corner arc ... checking the guidance at the back of the LOTG (ball in or not in the arc) there is nothing about the ball floating above the arc

I'm just more interested in how the referee allowed the game to go ahead! Regardless of where the ball was placed on the corner kick!

To me, 'placed' means that it must be on the floor, stationary. That ball was neither on the floor nor was it stationary.

But of course, I would hope that nobody in their right mind would start/continue a match in those circumstances.
