according to law 17 the ball must be placed inside the corner area so how are officials allowing corners to be taken from outside even if the ball is barely touching outside of the corner area

Barely touching is OK.
You will often see the assistant referee step over to look down on the ball to check that part of the ball is hanging over the corner arc line.

"Barely touching" is inside the corner area.
Would have thought a Level 3 would know that, though.
 
The law also explains that the lines are considered as part of the area they are a boundry for. So corner area line is part of corner area.

The law you refer to does not require the whole of the ball to be inside the corner area so if only a few millimetres of it is inside then it is considered to be in the area.

To give you an analogy if in a goal no goal situation if a few millimetres of the ball is over the goal line line and the rest in the goal, the ball is considered in the field of play. Similar analogy for ball in/out for a throw in.
