Watching this MLS game on SS5, in the 85th minute the referee (Sorin Stoica) ordered a retake of a goal kick for a moving (not bouncing though) ball. Now i dont normally give those as theres nothing in the LotG that says it must be stationary.

It's one of those 'convention' things. Like how 'conventionally' we don't allow a sent off player to return to the field

Quick version:
In the Laws from 1890, the phrase "The kick-off (except as provided by Law 2), corner-kick and goal-kick shall be free-kicks within the meaning of this Law." This was removed in the Rous 1937 rewrite. There is still a requirement in the I+G to "place the ball" in Law 16 though, while the other kick restart Laws all explicitly use the word "stationary".

Heh. I once told a manager that the ball didn't have to be stationary after he'd started screaming at me (I was on the line). I learnt my lesson that day, talking semantics in the middle of a game is not a productive use of time! Basically, it might not explicitly say it in the book, but try and justify it to teams and you're onto a loser every time.
