It's actually becoming relatively common from what I've observed. I must have seen it ten times or more in televised games within the last six months or so. I would say I've seen it more often in European games than in the UK.
Hardly because of that alone. Players have been hitting 'daisy-cutter' free kicks under a jumping defensive wall for years and years - and as @CapnBloodbeard says, defenders have been trying ways to counter this for just as long.
