Apart from the Yellow card, what else should the referee do?
They can't move the penalty spot, so the G/K has succeeded.

Could you send him off for OFFINABUS - an Abusive actions?

Interesting one but I don't see what else he can do, I certainly wouldn't be pulling the red out. Surely it's the attacker's responsibility to make sure he's happy with the spot prior to taking?
 
All you can do is caution the GK for making unauthorised marks on the FoP, and tell the attacker to get on with it. If the attacker's unhappy with the situation, he has two options, a) take the penalty, or b) get a yellow card for either dissent or delaying the restart, depending on what the referee feels like cautioning him for!

Yes you would. I saw it last night. Cynical bit of gamesmanship to ruff up the class where the non-kicking foot lands. The player did slip in taking the penalty.

You mean, if he sees it and doesn't like it? How about this: he can order a retake for encroachment. And if they don't score the second time, he can order another retake for encroachment.

Most 'keepers aren't on their line when the kick is taken so catch him up for that, because it's much more valid.
