Changing numbers

During a match, the team had changed numbers at half time. Numbers did not coincide with the team sheet. 5 players on the same team were wearing different numbers in the second half.
Is there a rule on this?

The league rules will hopefully include which numbers can be used (possibly 1 to 11, or may allow squad numbers)
Once the game starts, they may not swap shirts during the game.
 
So what would the punishment be for this occurring in a game? Officials were made aware of the situation and agreed numbers were changed and didn’t match the team sheet.
 
Don’t get bogged down in punishments mate, not for us to worry about
 
All Standard Code of Rules (SCoR) says is the below. As a referee all you need to do is report it the the competition after the game.

Shirts must all be numbered and no two shirts shall have the same number, failing which a fine will be levied in accordance with the Fines Tariff
