It appears that some of these VAR decisions are clear and obvious when viewing multiple tv screens and angles. Yet the referee either isn't asked to or wants to look at a different angle to see a different story. Is this a re-refereeing the game issue?

The law appears ambiguous in this situation. However I feel it's natural justice that the non handball by the defender is where the attack phase stops. The handball can't be carried over. A new phase starts as the defender kicks the ball forward and the handball is irrelevant at that point...
