Can someone explain why it's discouraged at academy level but other threads on this site say to give them in normal junior games?

Most accepted time wasting rule is the GK 6 seconds to have the ball in his hands.
I've seen it in games where a GK has had it for 20+ seconds.
During my games I can 100% say I've been guilty of allowing them longer than 6 seconds but can anyone say they haven't?

It wasn't as if he did it on the pitch. It was only picked up because of a camera in the tunnel. I doubt he would go in but even the changing rooms have cameras in.
If there was no camera there's no story. We all know it goes on. Just so happens that this time it was caught.
I can see why people are saying it shows favouritism or bias if you but in my eyes there's no story here and people are just using it to bash officials.

Can you explain how it's a goal kick and not a drop ball to the GK. I can't find anything in the LOTG. Surely because possession of the ball has changed & it's inside the penalty area it's a drop ball to the GK?
